Welcome to the Contractors Outreach Program (COP). It is the best on-line application to increase outreach and accessibility.

COP exposes the city available bids to a larger and more diverse set of contractors. It serves as the front end to advertising, tracking and managing the contracting process, and therefore, it does not imposed or impeded on any internal processes.

It is easy to use and fast to setup. In most cases, it takes about two weeks to setup, and not months of development. You will have a robust and reliable online COP application up and running in TWO weeks.

Online application such as COP is a must have application as quoted in the July SPUR2 report:

»»  ONLINE ADMIN CONSOLE

The online Admin Console enable you to customize your application 24/7. The foundation code is build on the solid, matured, and bug-free GASA4C1 engine.

In designing the "Admin Console" we [programmers] have edited out all the fluff factors and the marketing double talks. What remain is a clear, concise, and easy to use Admin Console.

The GASA4C engine is complied to the SQL-92 standard, and it is tested with Oracle, MS-SQL, and mySQL databases. It is 100% web-based, and therefore, no client install required. We guarantee that it is easy to use, easy to understand, and free of bugs.

Using the Admin Console, you are able to control, upload, view reports, and customize all aspect of this application. The key features are:

All admin required to have username/password to access the Admin Console. Special features are as follow: 

  • Up to 8 levels of access privileges 
  • Password expired
  • Name and contact information are maintain online

»» Manage Bids
Using the online Admin Console, you are able to create and manage bids. Special features are as follow: 

  • Create new bid 
  • Upload new bid package
  • Updates all the bid's attributes including the bid package
  • Promote the bid to the tabulation table/phase

»» Manage Tabulations
Using the online Admin Console, you are able to create and manage tabulations. Special features are as follow: 

  • Create new tabulations 
  • Create bidder (or plan holders or contractors) contact profile
  • Updates all the tabulation's attributes
  • Select the bid winner from the tabulation list

»» Manage Winners
Using the online Admin Console, you are able to create and manage winners. Special features are as follow: 

  • Create new winners 
  • Updates all the winner's attributes

COP features the complete cycle of the contract process, from the initial announcement to the final "Notice To Proceed" phase.

Here is a brief description of the features:

»» Bids -- View Available Bids

The available bids are shorted by the Department. You can click on the "Bid Code" link to view the bid detail, including the downloadable bid-package.

Contractors/Plan-holders are able to submit questions or clarifications to the bid-contact person.

»» Dates -- View Available Bids Sorted by Due Date

The available bids are shorted by the due date. You can click on the "Bid Code" link to view the bid detail, including the downloadable bid-package.

Contractors/Plan-holders are able to submit questions or clarifications to the bid-contact person.

»» Tabulations -- View Tabulation Result

The tabulations are available to the public, before the winner is announced, as required by the San Francisco law.

You can click on the "Bid Code" link to view the bid detail, including the downloadable bid-package, or click on the "City Vendor Code" to view the contractor/plan-holder contact info.

An as in all contract processing phases, you can submit questions or clarification directly to the bid-contact person.

»» Winners -- View Winners Result

The bid winners are available to the public, before the winner is certified, as required by the city law.

You can click on the "Bid Winner" to view the winner detail, or click on the "Bid Code" link to view the bid detail, including the downloadable bid-package, or click on the "City Vendor Code" to view the contractor/plan-holder contact info.

An as in all contract processing phases, you can submit questions or clarification directly to the bid-contact person.

»» Certification -- View Certification  Result

The winner's certification are available to the public, before the NTP letter is announced, as required by the city law.

You can click on the "Bid Winner" to view or download the "Certification" document, or click on the "Bid Code" link to view the bid detail, including the downloadable bid-package, or click on the "City Vendor Code" to view the contractor/plan-holder contact info.

An as in all contract processing phases, you can submit questions or clarification directly to the bid-contact person.

»» NTP -- View Notice to Proceed Info.

The Notice to Proceed letters are available to the public as required by the city law.

You can click on the "Bid Winner" to view or download the NTP letter, or click on the "Bid Code" link to view the bid detail, including the downloadable bid-package, or click on the "City Vendor Code" to view the contractor/plan-holder contact info.

»» Manage Certifications
Using the online Admin Console, you are able to create and manage certification result. Special features are as follow:

Using the online Admin Console, you are able to create and manage Notice to Proceed letter. Special features are as follow: 

  • Create new NTP
  • Upload the NTP letter

»» Manage Reports
Using the online Admin Console, you are able to view and print various tracking and summarizing reports. Special features are as follow: 

  • View and print monthly summarizing reports on bids, tabulations, winners, certifications, and NTP.
  • View and print monthly "running-dates" reports. These reports compare all contracting process by the number of days it took from first announcement to the last NTP letter step. 

»» Manage Admin
Using the online Admin Console, you are able to create admin with various privileges. You need to be a "super admin" level. Special features are as follow: 

  • Create new admin with a specific access level
  • Assign admin password expiration date 
  • Updates all the admin's attributes
